

Ada fakta menarik yang dipaparkan oleh The International Congress and Convention Association (ICCA) dalam forum Asia Pacific Incentive and Meeting Event (AIME) yang berlangsung pada Februari lalu.
Ternyata, berdasarkan hasil riset ICCA, program subvention merupakan faktor kunci bagi asosiasi atau klien dalam menentukan destinasi penyelenggaraan kegiatan meeting, convention maupun incentive travel. Pasalnya, hal itu dapat memangkas anggaran biaya pelaksanaan sebuah acara.
Tak ayal banyak negara berlomba menawarkan program subvention menarik untuk membujuk si empunya acara. Semisal memberikan subsidi harga kamar hotel, memfasilitasi welcome dinner, hingga menyediakan suvenir untuk para peserta.
Bagaimana dengan Indonesia? Hal serupa juga dilakukan oleh Kementerian Pariwisata dan Ekonomi Kreatif (Kemenparekraf) guna menarik penyelenggaraan event internasional ke Indonesia.
“Subvention ini menentukan kita menang bidding atau tidak. Hanya saja kita harus memperhatikan juga kemampuan APBN untuk mendukung itu,†kata Masruroh, Direktur MICE Kemenparekraf.
Saat ini, Kemenparekraf telah memiliki skema subvention untuk membujuk asosiasi maupun perusahaan multinasional menggelar kegiatannya di Indonesia.
Pertama, program perbantuan dan dukungan mengikuti proses bidding event MICE, yang meliputi bid feasibility, bid development, bid presentation, dan site inspection. Jadi, mulai dari penyusunan proposal menjadi tuan rumah, presentasi konsep acara, hingga survei ke destinasi dapat difasilitasi.
Kedua, program perbantuan dan dukungan bidang marketing dan promosi pelaksanaan event MICE, seperti sales mission, trade show, promosi di media internal Kemenparekraf, press conference, dan pembuatan materi promosi.
Ketiga, program perbantuan dan dukungan dalam bentuk lainnya semisal gimmick, merchandise, talents, delegates boosting, gala dinner, dan goverment visit.
Tentu tak semua acara dapat memperoleh skema tersebut. Kemenparekraf memiliki tim untuk mengurasi apakah acara tersebut layak atau tidak. Adapun pertimbangannya meliputi unsur administrasi, kekuatan konsep dan teknis, strategis, sosial ekonomi, sustainability, serta unsur CHSE dan keselamatan.
Sementara itu, terkait dengan upaya memenangkan bidding event internasional, Masruroh mengatakan bahwa kolaborasi pelbagai pihak merupakan sebuah keniscayaan.
Menurutnya, agar dapat menjadi tuan rumah kegiatan MICE internasional, diperlukan komitmen yang kuat dari stakeholder, mulai dari pemerintah pusat, pemerintah daerah, asosiasi industri, organizer, hingga Indonesia Convention and Exhibition Bureau (INACEB).
“Jadi harus melibatkan semua pihak untuk memenangkan bidding. Kita harus berkolaborasi,†katanya.
Melalui program subvention plus kolaborasi dari stakeholder MICE, diharapkan sepuluh kegiatan bidding event internasional yang ditargetkan pada tahun 2023 dapat tercapai dan dimenangkan oleh Indonesia.

Subvention to Win International Bidding Event
There are interesting facts presented by The International Congress and Convention Association (ICCA) in the Asia Pacific Incentive and Meeting Event (AIME) forum which took place last February. Apparently, based on the results of ICCA research, the subvention program is a key factor for associations or clients in determining the destination for organizing meeting, convention and incentive travel activities. The reason is, it can cut the budget for the implementation of an event.
No doubt many countries are competing to offer attractive subvention programs to persuade the owner of the event. For example, subsidizing hotel room prices, facilitating welcome dinners, and providing souvenirs for participants.
The Ministry of Tourism and Creative Economy (Kemenparekraf) is also doing the same thing to attract international events to Indonesia.
"This subvention determines whether we win the bidding or not. However, we must also pay attention to the ability of the state budget to support it," said Masruroh, Director of MICE at Kemenparekraf.
Currently, Kemenparekraf has a subvention scheme to persuade associations and multinational companies to hold their activities in Indonesia. First, the assistance and support program follows the MICE event bidding process, which includes bid feasibility, bid development, bid presentation, and site inspection. So, starting from the preparation of a proposal to host, presentation of the event concept, to a survey to the destination can be facilitated.
Second, assistance and support programs in the field of marketing and promotion of MICE events, such as sales missions, trade shows, promotion in the Ministry of Tourism and Creative Economy's internal media, press conferences, and the creation of promotional materials.
Third, assistance and support programs in other forms such as gimmicks, merchandise, talents, delegates boosting, gala dinners, and government visits.
Of course, not all events can get the scheme. Kemenparekraf has a team to curate whether the event is suitable or not. The considerations include administrative elements, conceptual and technical strength, strategic, socio-economic, sustainability, as well as CHSE and safety elements.
Meanwhile, related to efforts to win international event bidding, Masruroh said that collaboration between various parties is a necessity. According to her, in order to host international MICE activities, a strong commitment is needed from stakeholders, ranging from the central government, local governments, industry associations, organizers, to the Indonesia Convention and Exhibition Bureau (INACEB).
"So it must involve all parties to win the bidding. We have to collaborate," he said.
Through the subvention program plus collaboration from MICE stakeholders, it is expected that ten international event bidding activities targeted in 2023 can be achieved and won by Indonesia.
