

Dalam beberapa forum pertemuan di industri Meeting, Incentive, Convention, Exhibition (MICE) dan event, perizinan acara merupakan salah satu isu yang sering dibahas. Banyak pelaku industri yang mengeluhkan proses perizinan yang pelik dan tidak adanya transparansi berapa biaya yang perlu dikeluarkan.
Menjawab isu tersebut, Presiden Joko Widodo telah memberikan instruksi kepada instansi terkait untuk mempermudah perizinan acara. Menurutnya, kemudahan perizinan acara akan membuat dana masyarakat sebesar Rp690 triliun yang tersimpan di bank dapat keluar untuk bermacam keperluan event sehingga memutar perekonomian nasional.
Merespon instruksi tersebut, Kementerian Pariwisata dan Ekonomi Kreatif (Kemenparekraf) tengah menyiapkan kemudahan perizinan (deregulasi) dalam perolehan izin kegiatan event dan MICE.
“Tentu ini nanti akan di bawah komando Bapak Menteri Koordinator Bidang Kemaritiman dan Investasi, kita akan mengintegrasikan semua perizinan baik level pusat maupun daerah dan lintas kementerian/lembaga, termasuk juga dari Polri, ini alur perizinan event yang terstandarisasi dan terdigitalisasi,†kata Sandiaga Uno, Menteri Pariwisata dan Ekonomi Kreatif.
Sistem perizinan digital ini masih dalam proses penyiapan intensif lintas kementerian/lembaga dengan melibatkan berbagai asosiasi industri penyelenggara event. Sandiaga berharap, digitalisasi perizinan event sudah dapat diuji coba pada Mei dan Juni 2023.
Menurutnya deregulasi itu berpotensi menciptakan pergerakan ekonomi hingga Rp170 triliun dari sekitar 3.000 event yang akan digelar tahun ini.
Lebih lanjut ia menjelaskan, presiden menargetkan izin dikeluarkan paling telat 45 hari sebelum event berlangsung, target event besar izin prinsip dapat diberikan enam bulan sebelumnya, dan untuk izin teknis tiga bulan sebelumnya.
Sementara itu, dalam acara Afternoon Tea ASPERAPI beberapa waktu lalu, Vinsensius Jemadu, Deputi Bidang Produk Wisata dan Penyelenggaraan Kegiatan (Events) Kemenparekraf mengatakan bahwa saat ini tengah dilakukan upaya untuk menyusun standar, tarif, dan mekanisme pembayaran perizinan acara yang akan berlaku secara nasional.
“Tidak masalah harus bayar, selama itu transparan, ada standarisasinya, dan legal. Jadi terkait tarif, nanti akan ada standar yang berlaku seluruh Indonesia. Dan pembayarannya secara cashless,†kata Vinsensius.
Selain itu, Vinsensius mengatakan bahwa industri MICE merupakan salah satu sektor yang terbilang lebih cepat pulih dan merupakan salah satu instrumen penting untuk mendorong perekonomian nasional.
Seiring dengan dibukanya perbatasan antarnegara, Kemenparekraf juga akan semakin gencar memfasilitasi pelaku industri untuk berpromosi ke beberapa negara yang menjadi target pasar Indonesia, semisal Tiongkok, Australia, dan sejumlah negara di kawasan Asia Tenggara.
“Saya yakin sektor MICE akan meningkat secara signifikan. Tapi itu tidak bisa dilakukan sendiri-sendiri. Harus berkolaborasi,†kata Vinsensius.
Akselerasi sektor MICE ini sesuai dengan program Kemenparekraf yang lebih menekankan kualitas dibandingkan kuantitas turis. Alasannya karena belanja turis MICE itu lebih tinggi, mencapai dua hingga tiga kali lipat dibandingkan turis leisure.

Deregulation of Event and MICE Licensing
In several forums in the Meeting, Incentive, Convention, Exhibition (MICE) and event industry, event licensing is one of the most frequently discussed issues. Many industry players complained about the complicated licensing process and the lack of transparency on how much it costs.
In response to this issue, President Joko Widodo has instructed relevant agencies to simplify event licensing. According to him, the ease of event licensing will make public funds amounting to Rp690 trillion stored in banks can be released for various event purposes, thus turning the national economy.
In response to these instructions, the Ministry of Tourism and Creative Economy (Kemenparekraf) is preparing to ease licensing (deregulation) in obtaining event and MICE activity licenses.
"Of course this will be under the command of the Coordinating Minister for Maritime Affairs and Investment, we will integrate all licensing both at the central and regional levels and across ministries / agencies, including from the Police, this is a standardized and digitized event licensing flow," said Sandiaga Uno, Minister of Tourism and Creative Economy.
This digital licensing system is still in the process of intensive preparation across ministries / agencies by involving various industry associations of event organizers. Sandiaga hoped that the digitalization of event licensing could be tested in May and June 2023.
According to him, the deregulation has the potential to create economic movement of up to Rp170 trillion from around 3,000 events that will be held this year.
He further explained that the president is targeting permits to be issued at the latest 45 days before the event takes place, the target for large events is that the principle permit can be given six months in advance, and for technical permits three months in advance.
Meanwhile, during ASPERAPI's Afternoon Tea event some time ago, Vincent Jemadu, Deputy for Tourism Products and Events at the Ministry of Tourism and Creative Economy, said that efforts are currently being made to develop standards, tariffs and payment mechanisms for event licensing that will apply nationally.
"There is no problem with having to pay, as long as it is transparent, standardized, and legal. So regarding tariffs, there will be standards that apply throughout Indonesia. And the payment is cashless," said Vincent.
In addition, Vincent said that the MICE industry is one of the fastest recovering sectors and is one of the important instruments to boost the national economy.
Along with the opening of borders between countries, Kemenparekraf will also increasingly facilitate industry players to promote to several countries that are Indonesia's target markets, such as China, Australia, and a number of countries in the Southeast Asian region.
"I believe the MICE sector will increase significantly. But it cannot be done alone. We have to collaborate," said Vincent.
The acceleration of the MICE sector is in accordance with the Kemenparekraf program, which emphasizes quality over quantity of tourists. The reason is because MICE tourist spending is higher, reaching two to three times that of leisure tourists.
